International Cultural Trade Base (Sanya)

The National Base for International Cultural Trade (Sanya) was officially designated as such on October 19, 2023, by the Ministry of Culture and Tourism and the Ministry of Commerce of the People's Republic of China. It is jointly guided by the Ministry of Culture and Tourism, the Ministry of Commerce, the Publicity Department of the CPC Central Committee, and the State Administration of Radio and Television. It is a national-level base for international cultural trade and the only comprehensive platform in Hainan Province to receive this honor.

ICH Inheritors Alliance

On June 25, 2024, it moved into the Sanya CBD Cultural Relics and Art Center. Taking advantage of the "zero tariff" policy of the Hainan Free Trade Port and the construction of the international tourism consumption center, it focuses on three major areas: cultural relics and art transactions, intangible cultural heritage skills inheritance, and tourism trade, and creates a "one-stop" cultural trade service system.

The base, in collaboration with Dayatang Intangible Cultural Heritage, produced promotional videos on intangible cultural heritage protection for CCTV-10 Science and Education Channel and Exploration and Discovery Channel. A special report on intangible cultural heritage inheritor Shi Liqiang was also broadcast by Fujian TV and Fuzhou TV.

The base, in conjunction with Dayatang Intangible Cultural Heritage Investment, promoted the Yongkang Tin Carving Intangible Cultural Heritage project, including a heritage application video produced by Mr. Sheng Yiyuan.

The base also collaborated with CCTV-10 to film stories about Xiong Lao Er, the "King of Thin-Bodied Porcelain" in Jingdezhen, and so on...

The alliance of intangible cultural heritage inheritors, along with organizations such as FTL, has brought together over a hundred intangible cultural heritage inheritors, tea ware craftsmen, and scholars, covering more than 30 intangible cultural heritage techniques, including Hainan Li brocade, Hainan coconut carving, Li rattan weaving, Hainan rosewood making, Jingdezhen ceramics, and She inkstone making, forming a stable supply system for intangible cultural heritage resources. A key focus is on incubating the century-old brand "FTL" (originating from the Tanyang Gongfu black tea technique of 1851), whose products were once specially supplied to the British Royal Family and are now a benchmark for the internationalization of intangible cultural heritage.

Using culture to elevate Chinese handicrafts, using orders to save intangible cultural heritage crafts, and helping Chinese intangible cultural heritage gain global renown.

Leveraging the 2026 Free Trade Port deepening policies, we will create a benchmark trade project driven by both "technology and culture".

The Sanya National Base for International Cultural Trade's global independent platform conducted cross-border live streams, showcasing intangible cultural heritage items such as Song Dynasty tea room aesthetics and "Guanxianghong" black tea as "Chinese cultural luxury goods" to the world. During the 2024 "Colorful China, Wonderful Festivals" event, a "tea + tourism" model was formed by linking cultural tourism IPs, reaching over 740,000 people overseas.

Digitalization and Standardization of Intangible Cultural Heritage Resources

We will build a "digital database of intangible cultural heritage resources across the entire region," integrating local Hainan (coconut carving, Li brocade) and key national intangible cultural heritage projects, and establish 3D archives containing stories of inheritors and breakdowns of techniques; we will promote the "standardization of techniques + modernization of design" model, develop "intangible cultural heritage lifestyle aesthetics" products, and adapt them to overseas consumption scenarios.

We spearheaded the development of "Cross-border Intangible Cultural Heritage Trade Service Standards," and leveraged blockchain technology to generate "digital passports" for intangible cultural heritage, enabling full traceability of transactions. Our independent website is equipped with AI matching and a multilingual interactive system to ensure global access needs.

We collaborate with international auction houses to hold special auctions on intangible cultural heritage, launch the "Intangible Cultural Heritage Inheritor Live Streaming Program," and cultivate KOLs for live streaming in border areas; we have formed a mechanism of "auction pre-heating - short video traffic generation - live streaming conversion," covering both mass consumption and high-end collection markets.

Linking Sanya's "Dual Centers"

Using the China Hainan International Cultural Relics and Artworks Trading Center (a core component of Sanya's "dual centers") as a platform, it complements the international exchange and trading functions of the "dual centers" to jointly build a complete industrial chain of "cultural creation-exhibition-trading," helping Sanya become a core hub for cultural trade in the free trade port.
